He was a crucial figure in the movement to modernize sanitation and public health in São Paulo. Moreover he reorganized, in 1925, the sanitary service of the State of São Paulo and introduced the "Centro de Saúde" (Health Center) and a sanitary education service which included home visits and public health education.
